  • West Bengal has already begun its assembly elections for 2021, already completing the phase-1, and starting with Phase-2 voting process/ polling on April 1, 2021, Thursday in 30 assembly seats.
  • The counting of votes will take place on May 2.
  • The most high-profile constituency of West Bengal is Nandigram where Chief Minister Mamata Banerjee is contesting form against her former aid Suvendu Adhikari.
  • Trinamool and BJP are contesting in all the 30 seats, while CPI(M) is contesting in 15 and its alliance partners of Sanjukta Morcha the Congress and ISF are competing in 13 and two seats respectively.
  • There will be around 10,620 polling booths for the second phase sensitive with tight securities from 651 companies. Besides, the state police will also be deployed at strategic locations during the polling which will begin at 7 am. A total of 199 companies of Central Armed Police Force will be deployed in Purba Medinipur, 210 companies in Paschim Medinipur, 170 in South 24 Parganas and 72 in Bankura.
  • A total of 294 assembly seats will be going to polls which already began on March 27 and ending by April 29, of which 68 are reserved for Scheduled Castes (SCs) and 16 for the Scheduled Tribes (STs).
  • The Speaker of the Assembly is Biman Banerjee since the year 2011.
  • Polling will take place amid strict Covid-19 guidelines in nine seats of Paschim Medinipur, eight in Bankura, four seats in South 24 Parganas and nine in Purba Medinipur – the home ground of TMC turncoat and BJP leader Suvendu Adhikari. Nandigram falls in Purba Medinipur district.
  • Discussing about the previous West Bengal Assembly Elections, the election was conducted in six phases comparatively less to the eight phases of 2021.
  • In 2016, TMC had won the election with 211 seats and also became the first ruling party to win without an ally since 1962 in West Bengal. It is however quiet competitive this year as TMC stands against BJP, that is already ruling the center under the government of Narendra Modi. Let’s see who wins this time, whether center has enough power in terms of Suvendu Adhikari to defeat the old-long-run candidate Mamata Banerjee.
  • Over 82 per cent voter turnout was registered in Bengal in the second phase of the Assembly election today – 4.3 per cent less than in 2016. Whereas, Assam also polling on the same day has registered a voter turnout of 77.2 per cent in the second phase today as opposed to 82.7 per cent in 2016.

Tirupati By-Elections – Nomination Filing Notification Out:

The Tirupati Parliamentary constituency by-election is scheduled to be held on April 17th 2021. The district collector & returning officer of Nellore announced the opening of filing nominations would commence on 23rd March 2021 and candidates would be allowed to file their nominations for the by-elections till 30th March 2021. The scrutiny process will be performed on the 31st of March 2021.

The by-elections have been due since October of 2020 when the sitting MP from YSR Congress Party (YSRCP) – Balli Durgaprasad Rao passed away. The ruling party YSRCP has already announced physiotherapist Dr. M Guru Murthy as its candidate for the by-elections.YSRCP president YS Jagan Mohan Reddy entrusted 7 of his cabinet ministers & assigned them to bring victory in each of the 7 assembly segments.

 Telugu Desam Party national president N. Chandrababu Naidu was the first to declare the need for by-election in the pilgrimage city of Tirupati. TDP has named ex central minister Panabaka Lakshmi as their candidate for the by-elections. Pananbaka Lakshmi lost the 2019 elections to Balli Durgaprasad Rao by a huge vote margin of nearly 2.4 lakh votes.TDP has divided the constituency into 175 clusters & has tasked each of the clusters to a pair of senior leaders. TDP has formed a committee including party state president K Atchennaidu, former ministers & senior leaders to oversee the electioneering process.

BJP professed their intentions to become the ruling party in the state and would begin by winning the Tirupati parliamentary constituency by-elections as their first seat.   • Andhra Pradesh Municipal Election Results for the year 2021 is been declared favouring YSRCP from Tirupati, and Chittoor. This victory led the winning yet ruling party of YSRCP to go one more step closer to winning the upcoming local body election.
  • The result officially was announced yesterday on 14th of February, 2021.
  • Jagan Mohan Reddy, the present sitting CM of Andhra Pradesh, is the chief of YSR Congress Party led the victory thrashing off the main opposition party, TDP (Telugu Desham party) literally in 75 municipalities and 11 municipal corporations.
  • On the formal announcement of YSRC party, people cheered up for the CM Y S Jagan Mohan Reddy proclaiming that he is the man of culture who “lives up to his promises” implementing the last 22 months successfully on a proper welfare agenda. The ruling party also claimed the verdict was an endorsement of the government’s decision to have three different capitals for the state.
  • Voting for these municipal corporations and Nagar Panchayats in Andhra Pradesh was concluded on Wednesday, 10th of March, 2021.
  • Ongolewas recorded the highest voter turnout of 75.52 per cent whereas Kurnool had the lowest record of 49.26 per cent. The average polling recorded in the state was 63.89 per cent.
  • The YSRC’s victory on 34 seats includes Pulivendula (chief minister YS Jagan Mohan Reddy’s home constituency), Punganuru, Piduguralla, and Macherla municipalities where the candidates had already won ‘unopposed’.The ruling party also won in Anantapur, Kadapa, Kurnool, Chittoor, Tirupati, Ongole, Guntur, Vijayawada, and Vishakhapatnam corporations.
  • Elections were held for 12 corporations and counting is pending in Eluru corporation due to High Court orders.  Though TDP has won 12 wards and YSRCP won 11 wards in Mydukur municipality, YSRCP candidate will become Chairperson with Ex Officio Votes.

UP gram panchayat elections 2021:

  • UP Gram Panchayat Elections 2021 has released separate reservation lists for the upcoming three-tier panchayat polls that is to take place in the month of April. An aggregation of 57,207 heads is to be decided by the polls.
  • The election authorities released the reservation list for Varanasi, Kannoj, Rampur, Sambhal, Kasganj, Amethi, Moradabad, Meerut, Ballia, Fatehpur, Hardoi, Ghaziabad, Mirzapur, Ghazipur, Bhadohi, Banda, Pratapgarh, Firozabad, and Agra.
  • The reservation list was issued by the district magistrates whereas the list was finalised by the Panchayat Raj Department yesterday on Wednesday, 03rd of March, 2021.The list will prepare the ground for candidates to know from where they are eligible to fight elections.
  • Earlier, the Allahabad High Court had asked the Uttar Pradesh Election Commission to conduct panchayat elections by 30th April 2021 as it turned down the poll panel’s undertaking to hold the rural civic body polls by May 2021. The HC had noted that as per the mandate of the Constitution, the election of the panchayat should have been conducted on or before January 13, 2021.
  • The tenure for Uttar Pradesh Gram Panchayats and Village panchayat was supposedly end on 25th December, 2020, remarking it as the successful completion of their five years. Therefore, as soon as the tenure got over, the Yogi Adityanath Government released the list for the upcoming three-tiered panchayats. The government also ordered the district administration to take over the panchayat administration, following the assistant development officers to take over the responsibilities of the panchayat administrators of all panchayat bodies.
  • Following the High Court’s decree, the state government put out the reservation policy for the panchayat elections. The government said that reservation by rotation will be put into effect during the panchayat elections.
  • As per the government’s order and higher court of justice, seats shall be reserved for the scheduled caste (SCs), scheduled tribe (STs) and other backward classes (OBCs). Following this, a statement has also been made mandatory that the categories reserved earlier won’t be reserved for the same categories this year.
  • Currently, Uttar Pradesh has:
    • 826 vikaskhands (development blocks)
    • more than 58,000-gram sabhas
    • 7,31,813 wards in the gram sabhas
    • 75 Zila Panchayats
    • 75,855 wards in kshetra panchayats
    • 30,051 wards in 75 zila panchayats.
  • According to the Additional Chief Secretary Officer, the list for the aggregated gram panchayat seats prepared based on the overall population percentage. It shall have 330 seats reserved for the Schedule Caste, 12,045 for the Scheduled Tribes, and 15,712 for OBCs.

  • Of the 75 Zilla Panchayat Chairmans’ posts, 16 have been reserved for SC candidates (including 6 for women) and 20 OBC candidates (including 7 for women), while from the remaining 39 seats for Zila panchayat chiefs, 13 have been reserved for women, leaving 27 unreserved seats.
  • Among the 826 posts of kshetra panchayat chiefs, five have been reserved for ST candidates, 171 for SC candidates and 223 for OBC candidates.
  • As per the resent news, The UP Government was seen transferring the four divisional commissioners and six district magistrates during Tuesday’s late midnight hour. To this, therefore, the government has changed the district magistrates of Rampur, Badaun, Chitrakoot, Basti, Deoria, and Kanpur Dehat.
  • In addition, even the commissioners of Prayagraj, Bareilly, Meerut and Moradabad divisions were seen being transferred.
  • The following changes have been clearly observed overnight:
  • Surendra Singh (secretary to the chief minister) has been appointed Commissioner of Meerut Division.
  • Shubrant Shukla (special secretary in Chief Minister’s Office) has been posted as the new district magistrate of Chitrakoot.
  • Sanjay Goyal(Relief commissioner) has been posted as commissioner in the Prayagraj division.
  • Aunjaneya Kumar Singh (district magistrate Rampur)is the new commissioner of Moradabad division.
  • R Ramesh (commissioner of Prayagraj) has been transferred as Bareilly commissioner.
  • Deepa Ranjan (additional housing commissioner) is the new district magistrate of Badaun.
  • Ravindra Mandar (municipal commissioner of Vrindavan and Mathura) has been posted as district magistrate Rampur.

  • Puducherry:

  • Chief Election Commissioner Sunil Arora said that for the Union Territory, March 19 will be the last date for nominations, March 20 for scrutiny and March 22 for the withdrawal of candidature.
  • Tamil Nadu:
  • The Assembly elections will be held in a single phase. Date of poll: 6 April. Counting on 2 May.
  • The state of Tamil Nadu will go to polls on April 6, the Election Commission announced on Friday. The counting of votes and declaration of results will happen on May 2, simultaneously with other poll bound states.
  • The issue of notification for the election will happen on March 12. The last date for nomination is March 19. The scrutiny of nominations will take place the next day and candidates have time up to March 22 to withdraw their names.
  • The 234-seat Tamil Nadu assembly’s current term comes to an end in May. In the 2016 election, the AIADMK won 134 seats, the DMK got 89 and the Congress eight. For the AIADMK, 2016 brought a second straight victory.
  • Kerala:
  • All elections in 14 districts in a single phase. Date of poll: 6 April, 2021
  • The single-phased election in Kerala will be held on April 6 with the counting of votes on May 2.
  • Polls will be held in 140 seats in Kerala, where the BJP is yet to make inroads.
  • The Kerala Legislative Assembly (Vidhan Sabha) has a total number of 140 seats, of which, 14 seats are reserved for the Scheduled Castes and two seats are reserved for the Scheduled Tribes.

  • The Assembly polls will be held in Assam in three phases – on March 27, April 4 and April 6.
  • Term of Assam assembly ends on May 31 while 8 seats are reserved for SC and 16 seats are reserved for ST out of total 126 assembly seats.
  • The Election Commission has appointed Ashok Kumar as a special police observer for Assam.
  • In Assam in 2016, the polling stations were 24,890 and in 2021, there will be 33,530. The percentage increase in polling stations is 35.71%.
  • The BJP had created history in 2016 elections by winning Assam, making it first north-eastern state to be governed by the saffron party. The BJP had ousted the Congress after its 15-year uninterrupted rule. The BJP had alone won 60 seats in the 126-member Assembly.

UP Panchayat Elections 2021 preparations have begun

  • Uttar Pradesh Panchayat Elections is to be held this year in 2021 which remarks the fact that UP CM Yogi Adityanath government is about to complete successful four years in office on March 19.
  • However, the dates for conducting the election have not been announced yet. The seat reservations and their details have been published on the official website of the State Election Commission of Uttar Pradesh: http://www.sec.up.nic.in/site/
  • Heading towards the sooner approaching panchayat elections of Uttar Pradesh 2021, a notice was issued by CDO on behalf of the state government against four zonal magistrates because of their absence during a poll-related meeting. To this, strict actions were taken on these magistrates following the reasons demanded from them for not participating in the meeting conducted by the state for the upcoming UP panchayat election in the state.
  • The following magistrates are as follows:
    • Zonal Magistrate Arvind Kumar Sharma (Executive Engineer)
    • Construction and Sector Magistrate Anil Kumar (Assistant Commissioner Administration)
    • Upendra Singh Chaudhary (Assistant Commissioner Deputy Commissioner Administration)
    • Girish Chandra Mishra (Joint Commissioner Excise).
  • The meeting was held in Varanasi where the CDO issued instructions to make arrangements for drinking water, electricity, toilet ramps etc. at the polling booths. Further discussions took place regarding the procedure of conducting the upcoming panchayat election in the state and the process to manage it.
  • Meanwhile, the meetings and discussions, the Yogi-Adityanath-led Uttar Pradesh government have introduced a rotational system of reservation for the upcoming three-tier panchayat polls in the state. This means that if a seat was reserved for the candidates from scheduled castes (SCs), scheduled tribe (ST) and other backward classes in 2015, this time, the seat will not be reserved for them. Instead, the seats for the categories will be reserved on the basis of their population.
  • This reservation by rotation will be implemented in the panchayat elections, Additional Chief Secretary, Panchayati Raj, Manoj Kumar Singh had said.
  • Following the announcement of reservation policy, (SEC) has decided to conduct elections in one district at a time for four posts of Gram Pradhan, Gram Panchayat member, Area and District Panchayat member. The Election Commissioners Ved Prakash Verma and JP Singh, along with State Election Commissioner Manoj Kumar will discuss preparations made so far through video conferencing with the Divisional Commissioners and District Magistrates.

  • Coming back to the reservation policy, the District Magistrate (DM) will publish the list of reserved seats and their allocation on 2nd of March and 3rd of March, while between 4 and 8 March, objections can be raised in writing before the final list is issued between 10 and 12 March.
  • Cooperative Bank Loan defaulters, will, however not be allowed to contest the forthcoming Panchayat elections in Uttar Pradesh. If they are willing to contest, they will have to repay the loan to the Cooperative Society and District Cooperative Bank and also present no dues certificate to contest Panchayat elections.
  • According to the Election Commission, all the party workers, associates, and voters must take the following preventive measures and precautions:
  • Wearing of a good face mask that prominently covers mouth and nose during the election-related activity.
  • No one must be allowed to the provinces that is the polling booths without a proper thermal scanning.
  • Sanitizers shall be made available at all locations.
  • Social distancing shall be maintained as per the extant COVID-19 guidelines of the Ministry of Home Affairs and state government.
  • There is no reservation on the Gorakhpur district panchayat seat.
  • In Lucknow, seats are reserved for SC women, whereas in Benares, OBC is reserved for women.
  • Zilla Panchayat president will be elected on 25 of the 75 seats, including the parliamentary constituency of Lucknow.
  • There are unreserved seats in 27 districts, including Gorakhpur, Ghaziabad, Gautam Budh Nagar, Agra, Mathura, Ayodhya.
  • According to the order of the Allahabad High Court, elections to the panchayats are to be held by 30 April. The state government will complete the reservation process by 17 March. Six days will be given, from 2 March to 8 March, to file an objection.
  • According to the new policy:
  • Districts, regions and gram panchayats with the most population of Scheduled Castes and backward classes will be reserved in rotation.
  • Panchayats, which were reserved for the Scheduled Castes (SC) in 1995, 2000, 2005, 2010 and 2015, will not be allotted to the Scheduled Castes in this election. Those who have been reserved for backward classes will not be reserved for backward classes.
  • The seats reserved for Scheduled Tribes, Scheduled Castes, Backward Classes and women in five elections from 1995 to 2015 will not be reserved for that category this time.

  • Gujarat Municipal election 2021 result updates are released past 12 hours covering every inch movements observed during the election resulting days.
  • Although the final declaration for Gujarat Municipal Election 2021 has not yet been released, but the latest updates in each hour gives a new shape to the election highlighting the chances for a party to win.
  • As per the latest highlights, BJP (Bhartiya Janata Party) won over 451 seats out of the total 575 seats retaining power in all the six municipal corporations in the state — Ahmedabad, Surat, Vadodara, Rajkot, Jamnagar and Bhavnagar. The polls had been held on February 21.
  • The main opposition Congress, won seats in single digit in three corporations, failing to even open an account in Surat. The party won 25 seats in Ahmedabad, four in Rajkot, 11 in Jamnagar, eight in Bhavnagar, and seven in Vadodara. Following the poor performance of the Congress, a series of city party chiefs resigned on Tuesday. Ashok Dangar, Rajkot Congress president tendered his resignation. Similarly, Babu Rayka, Surat Congress president, and Prakash Vaghani, Bhavnagar Congress president, also submitted their resignations.
  • On the other hand, the AamAadmi Party (AAP) put up an impressive show by winning 27 seats, all in Surat, and emerged as the main opposition in the Surat Municipal Corporation.The AAP had for the first time fielded 470 candidates across all six corporations.
  • Asaduddin Owaisi’s AIMIM, which also contested local body polls in Gujarat for the first time, won seven seats in Ahmedabad’s Muslim-dominated Jamalpur and Maktampura wards. Three candidates of the Bahujan Samaj Party won in Jamnagar, while an independent candidate won only in Ahmedabad.
  • In a series of tweets, Prime Minister Narendra Modi thanked the people of Gujarat and BJP workers for the victory.Union Home Minister Amit Shah, on a visit to Ahmedabad, congratulated Chief Minister Vijay Rupani and state BJP chief C R Patil on BJP’s victory.
  • The State Election Commission (SEC) has said an average 46.08 per cent turnout was registered during voting. Of the total 1.14 crore voters registered in these major cities of Gujarat, 52.83 lakh had cast their ballots. The highest turnout was observed in Jamnagar, whereas the highest was seen in Ahmedabad.

AP Municipal Elections 2021 to begin from March 10; New Schedule Notified

  • The commencement of Andhra Pradesh Municipal elections 2021 shall be processed from 10th of March as per the announcements made by the State Election Commissioner Nimmagadda Ramesh Kumar today on 15th February, 2021 (Monday).
  • The SEC upon the declaration released the official schedule which notifies the list of dates as well as timings that needs to be followed by each of the candidates and related individuals. To this, the SEC added that this election is a continuation from the exact date of the AP municipal elections supposed to be held last year.
  • Last year in 2020, the ‘Scrutiny of Nominations’ interrupted by the official announcement of the spread of Coronavirus in Andhra Pradesh. This is the stage of the election process where the nominations have been filed for beginning the event.
  • The stage of Nomination was completed by 14th of March the previous year but had the election process was necessary to stop 15th of March 2020 for a period of six continuous weeks. There was an issue for the further orders that it shall be commenced/continued on 6th of May, 2020 but postponements continued due to the severe pandemic threat pausing the event until any further orders.
  • Now that today is the same date 15th of February, the notifications for the election exactly were announced on the same day particularly.
  • The last date for filing nominations is March 3, 2021 and candidates have to submit their papers before 3:00 PM.
  • There are namely 12 Municipal Corporations following 75 Municipal and Urban panchayats (Local Bodies) with the territories of the state Andhra Pradesh.
  • Re-elections will be held on March 13 in places where re-elections are deemed necessary. The counting of votes will be conducted on March 14 following the declaration of the results.
  • With the Panchayat elections procedure completed by February 2nd the elections for the Urban Local Bodies and Municipalities will commence on March 10. The State government recently asked the State Election Commission to hold simultaneous elections for the remaining municipalities, MPTC and ZPTC posts.The Chief Secretary  has appointed MM Nayak as the Municipal Commissioner for the upcoming Municipal Elections.
  • With the issue of Notifications, the Model Code of Conduct has come into force in the urban areas of the entire State with effect from 15 February onwards until the final completion of the election process.
  • Tirupathi, Kadapa, Kurnool, Anantapur, Greater Visakha, Vizaianagaram, Eluru, Chhitoor, Ongole, Vijayawada, Machilipatnam and Guntur are the corporations that will be going for the polling while Nellore, Rajahmundry corporation elections are upheld due to court cases.
  • A total of 671 divisions are listed in these 12 corporations and based on last year’s notification 6563 people have filed the nominations.
  • Coming to the municipalities, in total there are 75 municipalities, out of which 2123 are the wards and 12,086 people having been filed the nominations.
