Andhra Pradesh High Court permits MPTC (Mandal Parishad Territorial Constituency) and ZPTC (Zilla Parishad Territorial Constituency) to conduct elections from tomorrow onwards.
The advocate representing AP State Election Commission told High Court that the election process will begin from where it was halted last year in March 2020.
Justice U Durgaprasad Rao of Andhra Pradesh High Court, who had heard the petition filed by TDP, BJP and JSP for three days straight had reserved his order on Monday, 3rd of May, 2021.
The SEC wants to conduct the polling for the ZPTC and MPTC elections across the state of Andhra Pradesh on April 8. It requested the high court not to interfere in the election process at that stage.
However, the High Court has reserved its verdict after the SEC arguments. The court expected to deliver its judgement on April 6, Tuesday.
The Division Bench of the High Court ruled on the conduct of the Parishad elections. The division bench struck down the stay given by the single judge stating that the election could be held. However, it stated that the results should not be announced until further orders.

A single-judge bench hearing the petitions filed by the BJP and TDP (Telugu Desham Party) on Tuesday seeking stay of the polls that struck down the BJP’s petition. However, the court hearing the petition filed by the TDP commented that the SEC had failed to implement the 4-week election code as per the Supreme Court guidelines.
The petitioners in their plea to Andhra Pradesh HC claimed that they were not consulted before the date for the announcement of the election.

It is important to note here that earlier, the newly appointed State Election chief Nilam Sawhney on April 1 had issued a notification announcing MPTCs and ZPTCs polls. The polling was scheduled for April 8 and the counting of votes was supposed to be held on April 10.
Opposition TDP, Janasena, BJP are objecting at SEC holding elections as per the old notification. They were demanding the cancellation of old notification and begin the election process afresh by issuing a new notification.
The TDP has already announced to boycott these elections in protest. But the SEC stood adamant in holding the event as per the old notification.
During the hearing, the counsel for the State Election Commission, CV Mohan Reddy, had argued that the Commission has the powers to modify or renotify the election process as per Rule 7 of Andhra Pradesh Panchayath Rah election conduct rules. He had also reminded the court about the Supreme Court’s orders to resume the election process, which was stalled in 2020, due to the COVID-19 pandemic.
Meanwhile, advocate C Suman, who is representing the government had told the court that there was a need to complete polls at the earliest because the Andhra Pradesh state government was making plans to intensify the COVID-19 vaccination drive in light of an exponential surge in the Coronavirus cases in the state.
The results of the by-election held for the Lok Sabha seat of Tirupati Parliamentary Constituency were declared on Sunday evening by the Election Commission of India (ECI). The notification of the by-election was issued in the third week of March and the last date for filing of nominations was 30th March. The by-election polls were conducted on 17th April without any hiccups. The results of the by-election have been released by the ECI after counting began on Sunday 2nd May at 8AM.
In a unsurprising result, YSR Congress Party’s (YSRCP) M. Gurumoorthy scored a stunning victory over closest rival Panabaka Lakshmi of Telugu Desam Party (TDP). The YSRCP candidate M. Gurumoorthy scored 6, 24, 575 votes and convincingly beat Panabaka Lakshmi of TDP who had the second highest number of votes 3, 53, 792 votes to her name. With this result, the YSRCP has secured victory a gawping margin of 2, 70,783 votes more than their nearest rival. The next closest rival for YSRCP after TDP was touted to be BJP who fielded K. Ratnaprabha for the by-elections. Ratnaprabha only secured 56, 842 votes for BJP. The vote share for the respective parties was as follows – YSRCP – 56.67%, TDP – 32.09%, BJP – 5.17%, INC – 0.87%, CPI (M) – 0.54%, NOTA – 1.41% and Others – 3.26%.

This victory margin of over 2.7 lakh votes more than the opposition is greater than their margin of victory for the same seat during the 2019 Lok Sabha Elections. In 2019, YSRCP won the Tirupati Lok Sabha seat by a margin of 2.28 lakh votes which is around 42,000 votes less than their victory margin in the 2021 by-elections. The vote counting process was repeated for 25 rounds with strict Covid-19 protocols in place at the counting stations. YSRCP candidate continued campaigning on the ground at grass-root level as he personally met and interacted with farmers, agriculture vendors, labourers and other workers. Meanwhile the opposition TDP had tried everything and left no stone turned during campaigning to try and garner the support of the people. TDP chief N. Chandrababu Naidu was also part of the campaigning bby Panabaka Lakshmi. N. Chandrababu Naidu had made sure he had conducted at least one public meeting in the 7 assembly segments of Tirupati parliamentary constituency to ask for the support of Tirupati’s citizens.
At the end of the day on 2nd May, all of TDP’s efforts seemed to have been laid to waste after they were crushed to a heavy defeat by YSRCP.
Andhra Pradesh Municipal Election Results for the year 2021 is been declared favouring YSRCP from Tirupati, and Chittoor. This victory led the winning yet ruling party of YSRCP to go one more step closer to winning the upcoming local body election.

Ongolewas recorded the highest voter turnout of 75.52 per cent whereas Kurnool had the lowest record of 49.26 per cent. The average polling recorded in the state was 63.89 per cent.
The YSRC’s victory on 34 seats includes Pulivendula (chief minister YS Jagan Mohan Reddy’s home constituency), Punganuru, Piduguralla, and Macherla municipalities where the candidates had already won ‘unopposed’.The ruling party also won in Anantapur, Kadapa, Kurnool, Chittoor, Tirupati, Ongole, Guntur, Vijayawada, and Vishakhapatnam corporations.
Elections were held for 12 corporations and counting is pending in Eluru corporation due to High Court orders. Though TDP has won 12 wards and YSRCP won 11 wards in Mydukur municipality, YSRCP candidate will become Chairperson with Ex Officio Votes.

Early trends in the counting of votes today showed the YS Jagan Mohan Reddy-led YSR Congress set for a landslide victory in the Andhra Pradesh local body polls held on Wednesday.
The commencement of Andhra Pradesh Municipal elections 2021 shall be processed from 10th of March as per the announcements made by the State Election Commissioner Nimmagadda Ramesh Kumar today on 15th February, 2021 (Monday).
The SEC upon the declaration released the official schedule which notifies the list of dates as well as timings that needs to be followed by each of the candidates and related individuals. To this, the SEC added that this election is a continuation from the exact date of the AP municipal elections supposed to be held last year.
Last year in 2020, the ‘Scrutiny of Nominations’ interrupted by the official announcement of the spread of Coronavirus in Andhra Pradesh. This is the stage of the election process where the nominations have been filed for beginning the event.
The stage of Nomination was completed by 14th of March the previous year but had the election process was necessary to stop 15th of March 2020 for a period of six continuous weeks. There was an issue for the further orders that it shall be commenced/continued on 6th of May, 2020 but postponements continued due to the severe pandemic threat pausing the event until any further orders.
Now that today is the same date 15th of February, the notifications for the election exactly were announced on the same day particularly.
The last date for filing nominations is March 3, 2021 and candidates have to submit their papers before 3:00 PM.
There are namely 12 Municipal Corporations following 75 Municipal and Urban panchayats (Local Bodies) with the territories of the state Andhra Pradesh.
Re-elections will be held on March 13 in places where re-elections are deemed necessary. The counting of votes will be conducted on March 14 following the declaration of the results.
With the Panchayat elections procedure completed by February 2nd the elections for the Urban Local Bodies and Municipalities will commence on March 10. The State government recently asked the State Election Commission to hold simultaneous elections for the remaining municipalities, MPTC and ZPTC posts.The Chief Secretary has appointed MM Nayak as the Municipal Commissioner for the upcoming Municipal Elections.
With the issue of Notifications, the Model Code of Conduct has come into force in the urban areas of the entire State with effect from 15 February onwards until the final completion of the election process.
Tirupathi, Kadapa, Kurnool, Anantapur, Greater Visakha, Vizaianagaram, Eluru, Chhitoor, Ongole, Vijayawada, Machilipatnam and Guntur are the corporations that will be going for the polling while Nellore, Rajahmundry corporation elections are upheld due to court cases.
A total of 671 divisions are listed in these 12 corporations and based on last year’s notification 6563 people have filed the nominations.
Coming to the municipalities, in total there are 75 municipalities, out of which 2123 are the wards and 12,086 people having been filed the nominations.

A new schedule has been revised by the Andhra Pradesh State Election Commission (SEC) for the first phase of elections preserving the fact that the district collectors have not made any arrangements to accept nominations from Monday. As per the latest schedule, the nominations for the first phase would commence on January, 29 and polling would be held on February 9.In January 23 elections to Local Body Elections will be held in four phases on February 9, 13,17 and 21.
Meanwhile, the AP government has finalised the name of senior IAS officer K Kanna Babu for the SEC secretary post. State Election Commissioner Nimmagadda Ramesh shall pay a visit to the Anantapur and Kurnool districts on Friday whereas to the Kadapa district on Saturday for reviewing the polling arrangements.
Elections for the posts of sarpanches and ward members are being held in 12 districts excluding the Vizianagaram district following the counting phase.
According to the SEC, the dates fixed for the polling (if necessary) for the II, III and IV phasesshall remain unalteredfollowing the listed events:

Phase-III will become phase-II
Phase-IV will be treated as phase-III
phase-I had been rescheduled as phase-IV.
The second phase polling would be held on February 13, III phase polling will be held on February, 17. The phase-IV polling would be conducted on February, 21. The counting of votes would be held on the same day immediately after the completion of polling in the afternoon.
Timing for the Polling for all the phases will be held from 6.30 am to 3.30 pm whereas the acceptance of nominations will be from 10:30pm to 5:00pm on Sunday, January 31st.

According to the last notification issued in Amaravati on Saturday, the elections will commence with the first phase on February 5. The development comes a day after the Y S Jagan Mohan Reddy government, vehemently opposed to the conduct of the polls, informed the SEC that the time was not conducive for the exercise.

Those who want to contest for the seats of Sarpanch and ward members in connection with the first phase elections should submit nominations confirmed within the respective Gram Panchayats.
It is mandatory for every contestant to be at least 21 years of age.
Contestants/candidates should be registered as voters in their respective Panchayats/Wards.
Only two people are allowed with the candidate during the filing of nominations.
The authorities will announce the final list of contesting candidates on February 4.
Contestants can campaign for 3 days from the date of the final list announced until the evening of February 7.
In-charge district collector K Markendeyulu said 23.94 lakh voters, including 11.88 male voters and 12.06 lakh female voters under 1,369 Gram panchayats in the Chittoor district would exercise their franchise in the ensuring panchayat elections.
Around 47,000 polling personnel would be deployed for conducting the elections in a smooth and peaceful manner. The stage has been set for procuring the required ballot boxes and ballot papers would be printed.
Participating in the media conference, district SP Senthil Kumar said that an exercise for identifying the hypersensitive, sensitive and normal polling stations for deploying police force accordingly has been completed.
Additional police force would also be deployed from other parts of the state if needed. Bind over cases would be registered against the anti-social elements throughout the district,” the SP said. Joint collector (development) V Veera Brahmam, trainee collector Vishnu Charan, ZP CEO Prabhakar Reddy and others were present.
Lok Sabha is popularly defined as one of India’s parliament constituting 530 members representing people of the states of India and 20 members representing the Union Territories. Some prominent achievements of Tirupati Lok Sabha:
TDP, a mainstay to Congress won Tirupati in 1984; BJP in 1999, while YSR won the seat in the year 2014.
Chinta Mohan won the 1984 general election ticket of TDP and moved to the Congress party later on. Currently, he proved himself successful once again to get the seat, even after winning 6 times in a row.
Varaprasad Rao Velagapalli, the candidate to YSR Congress defeated Karumanchi Jayaram of BJP by 37000 votes.
Dr. DaggumatiSreehari Rao, the candidate to BSP was nominated for the seat of Tirupati.
The TDP tickets were given to Panabaka Lakshmi, the former union minister and MP; Bommi Sri Hari Rao, the BJP nominated candidate; and Balli Durga Prasad Rao, a candidate of YSR Congress party.
Out of 12 contestants, two were successful for filing their ground level nominations in the role of independent candidates. Rest of the contestants filed for regional parties such as Pyramid Party of India; Janapaalana Party (Democratic); Viduthalai ChiruthaigalKatch; Viswa Jana Party; and Andhra RastraPraja Samithi.
The AP Elections for the Legislative Assembly has been
successfully completed on Thursday 11th of this month (11/04/2019). The
Assembly Elections in AP to form the second Legislative Assembly after the
Bifurcation of the State in to Telangana and Andhra Pradesh States was
scheduled to be held in a single phase for all the 175 Assembly Constituencies.
Both the Lok Sabha and Assembly Elections completed in a single phase on 11th
April 2019. There are 25 Lok Sabha Constituencies in AP State. The Legislative
Assembly Election Results AP will be declared on Thursday 23rd May
2019.
